The Extraordinary Summit on the Next MFF

On 20 February EU leaders will hold an extraordinary Summit to discuss the next Multiannual Financial Framework (MFF), the EU’s seven-year budget, which is set to start in 2021. While some are optimistic that the Summit will end in unanimous agreement, many commentators fear that member states’ inability to compromise will result in stalemate.

At this Policy Briefing, Director-General Koopman will comment on the outcome of the Summit and what happens next. Will there be an agreement? If yes, will the resulting budget satisfactorily address the EU’s policy priorities? If not, what will be the consequences? How to bridge potential funding gaps? What could be the role of new mechanisms such as match funding, financial instruments and new own resources? The Briefing will be moderated by Marta Pilati, EPC Policy Analyst.
